‘Excessive use of force’ says Amnesty Intl, seeks criminal investigation into Tawang firing
ITANAGAR, May 5: Amnesty International India today demanded Arunachal Pradesh government for prompt, impartial and independent criminal investigation into the killing of two protesters in police firing in Tawang on Monday last.
“Firing live ammunition into a crowd when there is no apparent threat to life amounts to excessive use of force. This loss of life cannot be justified,” said Abhirr VP, Senior Campaigner, Amnesty International India.
“The police must use lethal force intentionally only as a last resort, when it is strictly unavoidable and in order to protect life. They must always distinguish between peaceful protesters and those using violence. Any police personnel found to have used excessive force must be held accountable,” said Abhirr VP.
On the afternoon of May 2, a group of monks and people from the Save Mon Region Federation (SMRF), a group campaigning for ecologically sensitive development, gathered outside the Tawang police station to protest against the arrest of Buddhist monk Lobsang Gyatso, the secretary of the SMRF, the Amnesty International India said in its release.
21-year old Nyima Wangdi, a monk from Tawang who was shot twice, and 31-year old Tsering Tempa, a resident of Jangda village who was shot in the forehead on Monday last died on the spot.
Lobsang Gyatso was first arrested by the police on April 26 for organizing a protest and later released on bail. He was re-arrested on April 28 for offences including “promoting enmity between different groups” and “outraging religious feelings” for his criticism of the stand of the abbot of the Tawang Monastery on anti-dam protesters. The abbot had reportedly asked monks to stay away from protests against hydropower projects.
Lama Jha, a monk from the Tawang monastery who was present at the protest, told Amnesty International India, “When we were protesting outside the police station, the police called three people and let them inside through a small gate. The police then beat them up. The crowd got angry. We started pushing the gate. Some threw stones. And suddenly the police opened fire at us without any warning. Some of us ran for lives.”
Lama Pema Gyatso, another eyewitness, said, “There is some distance between the police station and the gate, which is near the boundary wall…The people started pushing the gate and throwing stones. They broke part of the gate…The police didn’t give us any warning and started firing.”
The Director General of Police, Arunachal Pradesh, said that the police fired in self-defence. He told Amnesty International India: “The police did warn the protesters. We did fire tear gas shells. When 1,000 to 1,500 protesters storm the police station with stones and beer bottles what do you do?”
“This is an attempt to tarnish the protests. I was inside the lockup when I heard the police shout about taking the ammunition out,” Lobsang Gyatso who was released on personal bond later on 2 May told Amnesty International India.
The situation in Tawang remains tense. The state government has ordered a judicial inquiry.
Highlighting the background of movement against dam, particularly in Tawang, the Amnesty International India revealed that authorities have approved the setting up of 160 hydropower projects across Arunachal Pradesh, including 50 projects between the Tawang and the neighbouring Kameng river basin. As the secretary of the SMRF, Lobsang Gyasto has been at the forefront of the mobilization against dams being built in the Mon-Tawang region of Arunachal Pradesh.
Some of these dams have attracted criticism for allegedly violating environmental impact assessment policies, and for impacting culturally important sites. On 7 April, the National Green Tribunal, a dedicated environmental court, suspended the environmental clearance of the 780 MW Nyamjang Chhu project in response to a petition filed by SMRF, for not considering its impact on a threatened bird species which is of cultural significance to the locals. It also asked for fresh public consultations.
Monks, nuns and common citizens, numbering in thousands paid their last respect to Nyima Wangdi and Tsering Tempa, who died at the police hands on May two at Tawang. They were cremetated at Chamleng, Tawang monastery amidst Bhuddhist chants by the Monks and Nuns. The DC, Duly Kamduk who was reported to be suspended, in an order issued on May 4, banned the public from entering the township to pay thier last respects. The route selected by the administration was Changprong-Chopelling-Shantinagar-Temilo-shyo-Chamleng of Tawang Monastery.

ITANAGAR, Apr 5: The Tawang incident was deliberate attempt of the state Govt to target anti-dam activists and stifle their voice, said Marli Ingo of Nyiko Bachao Federation in a press conference jointly convened by Siang Bachao Federation (SBF), Siang People’s Forum(SPF) and Nyiko Bachao Federation (NBF) at the Press Club here on Thursday. The organization trio vehemently condemned the May 2 Tawang Police firing incident and demanded CBI inquiry into it.
Addressing media persons, Marli Ingo squarely blamed the GoAP for the deaths of two persons in Tawang. He claimed ‘the state government made a complete mockery of its purported scheme of harnessing hydropower. It is also trying to politicize the whole issue by giving it a religious tint with the objective to curb the movement against construction of dams in the state’.
The organizations will jointly launch a state-wide movement against the GoAP if their demands are not met with soon, he said.
Ingo further raised serious doubts over the constituting of a one-man enquiry committee to investigate the firing incident, saying that its reports cannot be neutral as it is headed by a government official.
‘Over 150 MoUs/MoAs have already been signed with various power developers and the GoAP is still planning to take up more projects despite the fact that not even a single one of them has been commissioned so far, said NBF General Secretary Rekem Ingo and appealed to the state government to first commission the projects.
While referring to the Lower Siang Hydroelectric Project in West Siang district, SBF Assistant General Secretary, Jorik Bagra said that the people will not bow down to the state government’s bullying tactics and continue to oppose construction of mega dams in the district.
‘The GoAP is only interested in the processing money and is not concerned about the adverse impacts of such mega dam projects which could affect the local indigenous populace,’ he stated.
SPF General Secretary, Oyar Gao further said that the state government seldom has any Rehabilitation and Resettlement (R&R) Policy in place for the local populace. People are not even made aware of such schemes and hence denied of their genuine entitlements, he pointed out.
We are not against construction of dams or anti- development, we are opposing construction of mega dams against coming up of any structure over rivers that will have adverse impact on the indigenous people and cause ecological imbalance, the organizations said.
Meanwhile, North-East Forum for International Solidarity (NEFIS) while condemning the police firing in Tawang demanded that ‘anti-people’ dam construction should be immediately stopped.
NEFIS stated that the killings are a result of machinations by pro hydro-power lobby to construct dams in an ecologically sensitive region without any regard either for the region or the people protesting against it.
NEFIS in its memorandum to Arunachal CM demanded that the state government must constitute an independent enquiry to investigate the whole incident including role of police officials, local politicians in police firing.
Even as Tawang continues to reel under the shock of police firing, Arunachal Pradesh Chief Minister Kalikho Pul at ASSOCHAM forum in New Delhi in a complete insensitive statement has advocated for fast-tracking environmental clearances for hydropower projects and suggested single window clearance to the hydro project developers, added the release.
NEFIS resolved to launch a massive movement against anti-people corporate forces and their collusion with state governments in the North-East.
Meanwhile, ridiculing Kalikho Pul government’s response to Tawang firing incident, Arunachal Pradesh Youth Brigade (APYB) on Thursday stated that mere suspension and announcement of ex-gratia are not enough. In a release APYB denounced the one-man magisterial enquiry constituted by the government stating that it should atleast three members magisterial enquiry committee and should hand over to CBI to unearth the truth. APYB further exhorted that Pul government has failed to maintain law and order problem in the state.
Pul seeks additional force for violence-hit Tawang
NEW DELHI, May 5: Arunachal Pradesh Chief Minister Kalikho Pul called on Union Home Minister Rajnath Singh to discuss the situation in Tawang and on security related issues in the state.
Informing that the situation in Tawang is being constantly monitored, after Monday’s firing incident that left two dead and scores other injured and on the basis of the outcome of a peace committee meeting held recently, the situation is normalizing, the Chief Minister appealed for additional companies of SSB and ITBP in Tawang and Bomdila and also additional CRPF companies for Kanubari bye-elections.
To accelerate trained manpower to take on insurgents in the area, the Chief Minister appealed for a Counter Insurgency Operations School for North East Region at Arunachal Pradesh, which would enhance field based training, calibrated response.
The institute would become the centre for research and development relating to insurgencies in North East and will provide a road map for holistic strategy for the Government of India.
For effective border management with air support along the India-Myanmar border, the CM asked for replacement of Assam Rifle with BSF. He also requested for border fencing on the pattern of Indo-Pakistan border for impregnable border management, thereby, deterring the insurgents free access to insurgency affected districts of Tirap and Changlang.
As welfare measure for state police forces, the CM appealed for a Central Police Canteen for Arunachal Pradesh Police, for which the centre agreed to work out a detailed standard operating procedure (SOP).
Further on request from the Chief Minister, the Union Minister agreed to enhance the BADP allocation for the state and assured centre’s wholehearted support on state’s development. PRO to CM
Modi assures all central support
Centre releases Rs 66 crore NDRF flood assistance
NEW DELHI, May 5: Prime Minister Narendra Modi assured all central support to Arunachal Pradesh in reconstruction activities and to mitigate flood induced disasters. As immediate relief, the Centre released Rs 66 crore as flood assistance from the National Disaster Response Fund (NDRF) for the state. This assurance came when Chief Minister Kalikho Pul has asked the Prime Minister to sanction Rs 12,000 crore for reconstruction of the disaster stricken state affected by the recent natural calamities.
The Chief Minister while apprising the PM on the flood situation said the disaster that struck the state was of unexpected proportions triggered by the unprecedented and torrential pre-monsoon rains.
He informed that several districts including Tawang have been severely affected, with 21 persons having lost their lives. Basic infrastructure, which had been created with great difficulty in harsh terrains and in far-flung areas has been completely devastated, said the CM.
Also landslides, fissures and massive landslips triggered by the high intensity and consistent rains have resulted in even basic amenities like drinking water, electricity, telecom, etc. in the state to be non-functional.
Whatever resources were allocated to the state under the NDRF and the SDRF through the years are utilized for providing immediate relief to the people and crucially, no major restoration work could be taken up in all these years, informed the CM.
As a result, there has been a build up of the damage to assets of the state, where roads, buildings, electricity transmission lines, health centres and schools are being subject to repeated damages every year, weakening their foundations, he said.
The CM said the challenge today was not only of an immediate mitigation of the hardships caused by these disasters, but more critically of a long term strategy that would help communities and the government in creating infrastructure that is disaster resilient and can help them better absorb the impact of these natural disasters.
Thanking the Prime Minister for sending a central team to assess the flood damage in Tawang, he informed that Rs 12,000 crore reconstruction package for the state would help assuage difficulties faced in all the severely affected districts of Anjaw, Kurung Kumey, Changlang and Tirap as also in every district where minor damages have been caused.
On Chakma and Hajong refugee issue, the Centre agreed to file a separate curative petition in the Supreme Court in respect to their permanent settlement in the state. This was made on appeal from the Chief Minister who informed that state government would also file curative petition shortly.

CM asks for one-time allowance on payment of HTS bills
NEW DELHI, May 5: Chief Minister Kalikho Pul has asked for one-time dispensation for the hill transport subsidy (HTS) bills payment pending for the last eleven years.
Pul made the request when he called on Union Minister for Food and Civil Supply Ram Vilas Paswan on Wednesday.
Pul informed that a large number of carriage contractors’ payments were held up, which also included Cooperative Societies. Due to non-payment of carriage bills amounting to Rs.900 crore, the carriage contractors were now un-willing to participate in the tenders floated for transportation of food grains. As a result, the state was facing crisis due to non-delivery of food grains, added Pul.
Informing that once the state had to pay Rs.270 crore as HTS, that included Rs.158 crore in interest payments, following orders from the Supreme Court; Pul said the state government was forced to bear the burden of the central government responsibility in order to avoid contempt of court.
He informed the union minister that the state government had taken the decision to discontinue the head load system of distribution of food grains. These would now be distributed through motorable roads where possible, and for inaccessible areas – helicopter sorties would be engaged.
The CM also informed the minister that the state government had decided to form a Food and Civil Supplies Corporation that would enable the government itself to handle the public distribution.
Further, he informed that the state was contemplating on direct cash system of benefits to the end-users through banks. As per the plan, the beneficiaries would receive the amount for purchase of food grains to be deposited directly to their bank accounts that consists of transport and food grain subsidy.

Land compensation estimate sent to MoRTH, says CE
ITANAGAR, May 5: Chief Engineer (Highway) Western Zone, Bora Ete has informed that the land compensation estimate for West Siang District has been dispatched to Ministry of Road Transport & Highways, New Delhi on May 4. All out efforts are being made to obtain the sanction within the month of May itself.
This was divulged by the CE in an emergency meeting held with West Siang Deputy Commissioner, and General Manager (HQ) of TK Engineering to discuss execution of Trans Arunachal Highway in West Siang district.
DC, Aalo informed that the road condition between Aalo and Bame is in extremely deplorable condition because of which the citizens have launched series of strike starting with 24-hour Chakka Bundh from May 3 under the banner of West Siang Trans-HW Monitoring Committee.
Considering the extreme bad condition of Highway, especially between Aalo and Bam and in view of the on-going agitation, the General Manager of TK Engineering was requested to take up the improvement work immediately in anticipation of sanction of compensation estimate.
DA to abide by court order on Kimin firing range
ITANAGAR, May 5: Papum Pare Deputy Commissioner Pooja Jain on Tuesday made a field visit of the area to be identified for demarcation of firing range for Regional Training Centre (RTC) of 10th Battalion ITBP at Kimin. The visit was part of the process to get it notified by the district administration. Earlier it could not be notified due to opposition from some locals. Set up in the year 1965, it is the lone firing range for RTC, Kimin.
Over the years civilians started settling nearby posing serious threat to their lives and also hampering the functioning of firing range. The villagers had resorted to filing of litigation against the proposed firing range which was dismissed by High Court. The court directed DC Papum Pare to notify it under Maneuvers, Field Firing and Artillery Practice Act, 1938. The absence of proper firing range has severely hampered the functioning of RTC Kimin. Later DC meet DIG, RTC, Kimin and interacted with him regarding the issue. The DC informed the DIG that the administration would not succumb to pressure tactics from any quarter and notify the firing range as per court order. DIG also informed the DC that they want firing range to be notified as soon as possible by the state government.
Later DC also inspected Kimin-Potin road which is being taken up by Border Road Organization. The BRO had made complaints alleging that despite payment of compensation some land owners are not dismantling the structures from Right of Way (RoW).
However during the visit it was found that most of the structures had been removed from RoW and some had done partially to which DC assured to do it after conducting proper hearing. DC also visited Kimin check gate in presence of officer in charge Kimin police station. She directed OC to properly man the gate. She also checked the lone Tax & Excise gate. DC was dissatisfied seeing the dilapidated condition of the office. She directed the officer concern to report any issue concerning them to the nearest administrative officers so that things could be sorted out at appropriate level. DC was accompanied by Tana Bapu, SDO Kimin, Techi Hitlar, DLRSO,Yupia, Tai Tayu, ZPM Kimin and senior public leaders Bamang Mangha during the inspection.
Guru Rinpoche appeals for peace and harmony
ITANAGAR, May 5: Rev. Guru Tulku Rinpoche, The Abbot of Tawang Monastery while expressing deep condolence and remorse at the incident which took place in Tawang on May 2, has made a written appeal to everyone to maintain peace, harmony and tranquility and prayed for early restoration of normalcy in the region.
“It is a very heart wrenching moment for me to learn about the occurrence of unfortunate incident at Tawang on May 2 which took two innocent lives and injured many others. I deeply express my solidarity with the deceased, injured persons and their families. 1 pray for their swift rebirth in higher realm of existence. Being Buddhist practitioners, we must abstain from resorting to violence in any form,” the appeal letter read.
Army recruitment rally at Tawang
ITANAGAR, May 5: Army recruitment rally for all districts started at Tawang on Thursday.
The rally which is for all categories (Soldier General Duty, Soldier Tradesman, Soldier Technical Clerk, Storekeeper inventory management) saw response from 312 candidates on the first day from various districts. The rally will continue till May 7 next. DIPRO
APGEA demands DPC as per latest office memorandum
ITANAGAR, May 5: The Arunachal Pradesh Graduate Engineers Association (APGEA) in its three-point memorandum has sought the intervention of Chief Minister Kalikho Pul for holding of DPC as per the latest and rectified office memorandum, blanket ban on obtaining Degree certificate through Distance Education and immediate merger of engineering branches of non-technical departments to its parents technical departments.
In its memorandum submitted to Chief Minister on May 1 last, the APGEA asked the CM to issue clear direction to various work departments for implementation of the rectified office memorandum in toto in ensuing DPC. It said exemption of possessing Graduation/Bachelor Degree for appointment to Group-B technical posts was accorded in the latest modified office memorandum (No AR74/2013) issued in January 2016 which was welcomed by everyone.
Demanding blanket ban on obtaining Degree certificate through Distance Education, the Association alleged that “there is a rampant practice of acquiring degree certificate through distance education by undergraduate in-service engineers which is a matter of concern for the state as such practice would not only deteriorate the quality of technocrats but would also pollute our society.”
It further said usually All India Council of Technical Education (AICTE) does not approve any degree through distance education in any technical discipline because learning process of technical knowledge is incomplete without a practical involvement. But in 2007 Distance Education Council (DEC) in consulting with AICTE has given approval for one year only.” It asked the CM to direct all Commissioners and Chief Engineers of PWD.PHED,WRD,RWD,UD & Housing to withdraw their approval for entering in ACR of all Distance education certificate holders except those who obtained it in between 2007-08. Advocating for re-merging of engineering branches of non-technical departments with their parents technical departments, the Association said creation of Engineering wings in each and every non-working department has created an un-necessary burden in state government’s exchequer.
Centre to establish 2 Sainik schools in state
NEW DELHI, May 5: The centre today agreed to establish two Sainik Schools in Arunachal Pradesh and two permanent recruitment centre, in view of the increasing recruitment to the ranks of defence forces from the state.
Defence Minister Manohar Parrikar agreed to a proposal mooted by Arunachal Chief Minister Kalikho Pul when he called on him here at South Block. The CM also met Chief of Army Staff General Dalbir Singh.
According to the proposal, two Sainik schools, one at Tezu in the eastern region and one at Shergaon in the western region would be established.
On permanent recruitment centre, the Union Minister agreed for establishment of the centre at Tawang for the western zone and Tezu for the eastern zone.
The CM mentioned that establishment of Sainik School and a permanent recruitment centre in the state would help local youth join defence forces who are well versed with the local terrain.
The Union Minister also agreed to revise the MoA to make easier for use of the Advanced Landing Ground (ALG) used by the defence forces for civilian purposes. This would enable emergency deployment of helicopters in times of emergencies and medical evacuations.
To provide a decent lifestyle for the border communities, the CM pushed for forward area facilities and requested for a special package to build CC foot tracks, permanent foot suspension bridges, hutments, culverts and other infrastructure. According to him, such facilities would prevent border people to migrate to urban areas and easy movement for border patrol.
The CM also urged for the construction and regular maintenance of all border roads to be done by BRO. He informed that two major border roads Joram- Koloriang and Demwe-Hawai had been re-assigned to the BRO. (PRO to CM)
40-day crash course for Science and Commerce students end
ITANAGAR, May 5: In a unique endeavor, the Eklavya Institute which oflate has been offering free coaching to 40 students of Class XI Science and Commerce from in and around the Capital complex on Thursday felicitated them with certificates in a simple yet impressive function held at the institute’s premises here.
The 45 day long free of cost crash course was conducted with an aim to help the students choose the right path in terms of pursuing their studies further after completion of Class XII.
Speaking on the occasion, Block Education Officer, Nabam Shelly lauding the institute for its approach appealed them to continue with the same zeal in the future as well. He also asked the proprietor of the institute to help the students coming from poor background by providing them concession in the fees.
Akom Welfare Society (AWS), member secretary T Dakpe, who attended the function exhorted the students to maintain discipline and principle in life and urged them to choose the right path according to one’s capability.
“If you decide to go out of the state to continue with your further studies or for that matter study in the state, make sure that you maintain your status. Live a simple life and always stay positive,” he said.
Dakpe also announced that his society, if required, would provide support to the bright students.
All Arunachal Pradesh Students Union (AAPSU), vice president (protocol) Happy Toko urged the students to focus on administrative sectors as well.
“I don’t understand why the students of North East and Arunachal in particular only focus on engineering or on becoming a doctor. There are many other fields as well which you can choose from. Look out for options but just make sure that you choose the right one as per your capability,” averred Happy.
Echoing Happy, institute administrator Prakash Upadhaya citing examples of MoS for Home Kiren Rijiju and Robin Hibu also encouraged the students to look out for other options if possible, apart from trying to become a doctor or an engineer.
Earlier, institute Principal Devjeet Dutta and faculty member Dr Probin Bora, presented an overview of the institute.
DGBR asked to put emphasis on regular maintenance of border roads in Arunachal
NEW DELHI, May 5: Chief Minister Kalikho Pul today asked Director General of Border Roads (DGBR) Lt. Gen. Suresh Sharma for taking up of Hayuliang-Glotonglat, widening of Hayuliang-Chaglagam, double laning of Chenguinty-Kibithoo, Tupi-Dadam, Margherita-Khonsa and Miao-Vijaynagar road by the BRO.
For regular repair and maintenance of border roads, the Chief Minister urged for a dedicated plant and machinery to be stationed at regular interval so that in the event of need, quick response is available.
This was necessitated because challenge of maintaining roads in Arunachal were tremendous as presence of large number of rivulets and streams and their increased discharge during rains result in periodical damage to roads, said the CM.
He discouraged use of hume pipes and causeways for bridges as it led to its collapse and disrepair regularly. For that the CM urged for construction of permanent bridges and culverts at every required point.
The Chief Minister further asked the BRO to replace old bailey bridges with the cement concrete one. These old bridges, he pointed out were unable to cart heavy machineries and equipment for fear of collapse.
Also the recurrence of sudden cloud burst and the build-up of water in reservoirs created upstream due to landslides and their sudden discharge necessitates that high-strength bridges are built. PRO to CM
DC directs officials to maintain office time
TEZU, May 5: Lohit Deputy Commissioner Danish Ashraf has directed all the branch officers and staff of respective branch offices under the DC office to maintain office time table.
An order in this regard was issued following the DC’s recent visit to all the branch offices after lunch break where it was found that most of the officers and staff were not in their respective offices.
Sub-Divisional Officer, Tezu has been asked to carry out unannounced inspections of the branches and take necessary action accordingly.
Further, the Deputy Commissioner has also instructed all the Heads of Offices and branch offices to ensure timely submission of various departmental matters. It was brought to the notice to the District Heads of Offices and Branch Offices that delay in submission of reports creates hardship for timely compilation and further course of action from the side of DC office. Farmers training at Mechuka under MLALAD
AALO, May 5: A series of training programmes for farmers is being conducted at Mechuka sub-division under West Siang by the Department of Horticulture.
The training which is funded by local MLA PD Sona from the MLALAD, was held from May 2 to 3 at Monigong, from May 4 to 5 at Gapo village, while will be held at Dechentang village from May 6 to 7 and from 8 to 9 at Yapik village.
Each batch of 40 farmers are being provided horticulture tools such as pruning saw, tool kit, budding knife, secateurs, garden trowel, garden rake along with cash incentives to farmers and unemployed youths.
Outlining the broad objective behind the training, SDHO Henrik Basar disclosed that scientific methods, demonstration of cultivation and package of practices for temperate fruit crops and vegetables are being taught for skill development of farmers and unemployed youth of Mechukha sub-division.
Resource persons, HDO, A.K.Singh and ADO, Marnya Koyu gave detailed deliberation on Apple, Kiwi, Walnut, Large Cardamom, Cole crops and vegetable cultivation.
The group of farmers and unemployed youth shall tour to Y.S. Parmer University, Solan, Himachal Pradesh from May 17 for an exposure visit to enhance cultivation of Apple, Walnut and Kiwi. DIPRO
People pay homage to Tater Uli

DAPORIJO, May 5: People of Upper Subansiri district have mourned and paid their homage to social worker Tater Uli at his residence at Daporijo.
Uli breathed his last after prolonged illness at Tomo Riba State Hospital on Wednesday.
Parliamentary Secretary Home, Paknga Bage, Tagin Cultural Society, people from all walks of life in the district have deeply mourned the demise of Uli. Markets downed their shutter as a mark of respect to the departed.
Late Uli was one of the founder members of Si-Donyi festival in 1975, who has immensely contributed for the society as a whole. He also launched mass awareness campaign in 1970 for girl child education and discouraged early marriage. He also participated in many other social reformation activities in Upper Subansiri district. Apart from being a social worker, he was also a great sportsman. He was selected in a Shillong based football club and encouraged the young generation to participate in games and sports.
Learning is an endless process in life: DC Kamki
YINGKIONG, May 5: Addressing the trainees of Panchayat members of 34-Tuting-Yingkiong constituency on Wednesday, Upper Siang Deputy Commissioner Remo Kamki said that learning is an endless process in life.
He said that training is imparted to all categories of people to make them well acquainted with the knowledge, information and experiences in their respective fields, subjects so that they can perfectly utilize and implement their knowledge gained.
DC Kamki further advised the Panchayat trainees to provide feedback to the training organising authority and all heads of the development so that Upper Siang can be developed as a model district in Arunachal Pradesh.
Earlier, CEO of PGTI (Vocal Training Provider), Topu Basar Ete in her speech appealed all the HoDs to engage PGTI to impart training on the schemes of the respective departments as and when necessary.
The head of departments and Branch Manager (Apex Bank) imparted training to the trainees on their different schemes of the respective departments. The fund for the training was provided from MLALAS of local MLA Aalo Libang. DIPRO
Vehicle emission checking centre at Hapoli
ZIRO, May 5: A centre for vehicle emission checking was inaugurated by DTO Yajum Lombi Yumlam at Pai Gate, Hapoli on Thursday. The Centre is will be run by NEEE&C in collaboration with District Transport Office, Ziro.
Speaking on the occasion, the DTO called for collective efforts from all the public, police and NEEE&C to control the ever rising pollution by restricting the vehicle emission limit. The pollution under control certificates will be issued by the NEEE&C after computerized checking of the emission levels. This certificate would be valid for six months. Two weeks time would be given to get the vehicles certified which would be followed by rigorous checking to enforce the pollution control norms. Non compliance shall be liable to be penalized with a fine of Rs.1000 for the first offence and Rs.2000 for the second and consequent offences under section 190 (11) of motor vehicles Act 1988, informed the DTO. USWWS appraise various problems to sate authorities
YINGKIONG, Apr 5: The Upper Siang Women Welfare Society (USWWS) has appealed for posting of sufficient numbers of police officers and police force to tackle the current law and order problems in Upper Siang district.
A delegation of USWWS led by president, Mekem Nopi and other members called on IGP, Nabin Payeng and made the request.
The USWWS also met Commissioner Tax & Excise, Tani and discussed on steps to eliminate Opium and Bhang menace from the district. They requested the state government to take up the matter with Narcotics Control Bureau for extending financial assistance to eliminate Opium-Bhang menace from the district.
Further meeting the Director of School Education, the USWWS urged for posting of a regular Principal and sufficient subject teachers at Government Hr. Secondary School Yingkiong for smooth functioning from the new session. DIPRO
ZPC holds review meeting
CHANGLANG, May 5: The Zilla Parishad Chairperson Marina Kenglang conducted review meeting of District Zilla Parisad at Jairampur on Thursday. Stating the role of Panchayats as vital, she urged upon PRI member to select need based schemes. "Let us take the Panchayati Raj to another height," said ZPC while seeking consolidated effort from the PRI members in bringing noticeable development at the grass root level. She urged all the HODs who attended the meeting to frame the schemes as per demand from the rural areas.
Earlier the departmental heads briefed about various projects that are being implemented under their concern department, its financial and physical achievements. The HoDs also placed their grievances and shared the hurdles they come across while implementing the developmental projects for which the PRI members assured full cooperation.
Later, the house passed the resolutions to implement the notification of Panchayati Raj Department regarding power devolution to conduct ZP meetings yearly to discuss selection of schemes and other social issues.

Continue construction of Lower Subansiri HEP: ASF
ITANAGAR, May 5: The Arunachal Students’ Federation (ASF) has requested for continuing the construction of 2000MW, Subansiri Lower Hydro Electricity Project, Gerukhamukh.
In its letter to the chief minister, it criticized Assam based associations for forcibly halting the construction of the dam for its demand to institute comprehensive ecological study of the Brahmaputra and its basin.
60 percent of the project work has been completed with prior endorsement from CEA and CWC and besides the project is being carried out in Subansiri River basin. It does not make any sense in linking the demand of carrying out comprehensive ecological study of the Brahmaputra and its basin to construction of Subansiri Lower Hydro Electricity Project. If these associations are so concerned about the ecological system then why did they not raise their demand before the commencement of the project?, it lamented.
Divert fund: Association
ITANAGAR, May 5: Unhappy that its demand for stopping the bill clearance of road construction work from NH-229 to Gumte village for discrepancy has fallen into deaf ears, The Gumte Youth Welfare Association is now demanding to divert fund of the road project.
Despite many representations submitted, PWD department is completely neglecting our genuine demand. It seems that they have re-planned to misappropriate the public fund, its letter to the chief engineer PWD, Western Zone read.
Allow law to take its own course: Society
ITANAGAR, May 5: Expressing shock over the gruesome murder of Late Radhi Tallang, The Bengia Welfare Society has appealed to the affected family members of late Radhi Tallang to restrain from resorting to any means of further law and order problems.
In its release, it said that the long sustained inter webbed relations among various sections of society should not be affected by misadventures of few habitual offenders.
Law should be allowed to take its own course of action and people should desist from undue interference in the process of police investigation and court proceedings, the society further added.

Trump divides America
The emergence of Donald Trump as nominee for Republican party for the US Presidential election has deeply divided the opinion of American people. Ohio Governor John Kasich yesterday dropped out of the presidential race after struggling to gain traction against Donald Trump. Kasich's departure comes a day after Trump's victory in the Indiana primary. This leaves Trump as the only candidate remaining in the Republican race. His closest challenger, Senator Ted Cruz of Texas, had dropped out on Tuesday. The Republican leaders themselves are divided on whether to support Trump during the ensuing Presidential election. Some took to social media to disavow their membership in the party by burning their voter registration forms. Others are beginning to rally around him in order to defeat democratic nominee which in all probability will be Hillary Clinton.
Trump has polarized the US voters. His view on Islam and migrants has evoked strong reaction. During the election rallies he called for complete shutdown of Muslims entering the United States till authorities figure out how to deal with them. Trump also angered Latino people by claiming that Mexicans entering US are killers. The Republican candidates also spoke against emerging countries like India and China. His ideology is poles apart from what American values the US has been advocating over the year. America is considered to be land of equals. By talking about banning entry of Muslims he is speaking against the diverse culture that US represents. Infact if Trump wins presidential election it might change the course of international politics. Therefore when America goes for presidential election at the end of the year, whole world will be closely watching the development.
